We need to convert thousands of Japanese PDF files to htmls every two
months. Is there any commercial tool to do that? Here is the
requirement

1. It must be able to convert PDF file with Japanese content
2. It must be fast
3. It must be able to convert thousands of files
4. One PDF file must be converted to one html file (some tool convert
one PDF file to many htmls files).

HI,

OctoTools is in the business of converting text and data into PDFs and
enhanced print output at medium to high volume throughput.  We have also
added multi-byte character capability supporting Japanese, Chinese, Arabic,
Hebrew, Thai and so on.  A front end forms designer as well as a back end
runtime engine completes the package.  In order to provide a quicker way of
designing customer forms for up front "mapping" of data, we developed a
special parser which allows us (internally) to read a PDF and convert the
text and graphic information, and most importantly, preserving the spatial &
formatting information to produce a template for our OctoTools software. 
This template is basically in an XML format and therefore we are close to
providing most of the requirements you are looking for.  Although OctoTools
is a commercial product (and doing very well), the parser has not been
productized for sale.  If you are interested in what it would take to
complete the task of adding your requirements to our parser, please give me
