Yes, if the form is viewed in a browser, submitted to a web site, and
an ASP/CGI/similar does the database access.
No, in most other cases.

You might check out vForms (www.vForms.com). It allows users with only
Adobe Reader to fill in forms from MS Access / Excel / DBF databases,
change that data using onle Adobe Reader, then send the filled in form
via email to someone else. vForms will also extract the data in the
form, and update or repopulate the orginal database.
