I've got a long pdf that I want to print out, but I don't want to waste
any ink on the pictures- I just want the text. Is there any way to do
that?

You can do it if you don't mind hacking the PostScript, else no. Maybe
there's an acrobat plugin.
There are some hacks that will remove bitmap images, but vector are more of
a challenge.

I don't know of any specific tool for this, but I'm sure it's possible.
OCR and other document processing applications have long been able to
partition a page into text and image areas with a high degree of accuracy.
