Have you emailed him? It would be simple to upload a corrected version
of the package if you had his confirmation that the omission of \long
was unintentional.

colortbl deals with paragraph columns, so there is no particular problem
for it to color \multicolumn3{p{8cm}}{ Hello \par World }.
For array.sty, this is a \long macro.
I don't know how to contact Mr Carlisle...
