Data Dictionary Tool Needed

I'm looking for a tool (hopefully inexpensive or freeware) that can
accept an XML format and produce an HTML, hyperlinked data dictionary.
 The content of the XML is class/attribute (or table/column)
information.  Any ideas out there?
