I have a 420R with a 450Mhz CPU and 512Mb or Ram.

It will not boot. It begins to power up and just hangs. The openboot screen
never comes up.

All the fans come up and none of the LED's show anything wrong with the
powersupply.

I have reset the memory riser. (I read that in another posting awhile back)
....but nothing comes up.

Can anyone give me some direction as to where to begin here.

Also, I tried to tip into the machine and I hear the beep that it connected
but nothing comes up.

Usually that's a problem in the motherboard, hope nothing severe.
One thing you can do is unplug the RAMs and plug them again.
You can do the same with other pluggable  components in the
motherboard if any.
Be careful, pay attention to electrostatic, it can make damages
