I had the same problem on a SunBlade-150. No idea why this is but
as a workaround, I installed the flash update from a tftp server.
Install the flash-update-Blade100-Blade150-latest in the tftpboot
and make a link with the hex encoded IP address. Populate /etc/ethers
and start the tftpd and the flash update should work. I needed it
to do a test installation of Solaris 11 Express which needs the latest
PROM version.

I used patch 119235-01 which contains
OBP 4.17.1 2005/04/11 14:31
POST 2.0.1 2001/08/23 17:13
If I remember correctly one needs at least OBP 4.17 for the installation of
Solaris 11 Express.

OBP versions earlier than 4.17 worj with Solaris Express 11. 4.17
appears to be the minimal requirement on a net boot client for network
based AI.

You can still install via CD on OBP versions earlier than 4.17 - I have
