Something else.

Create /etc/default/sulogin with the content:

  PASSREQ=NO

See sulogin(1M).

AFAIK, you can't!

What problem are you trying to solve?  If you are trying to break in to 
the system; e.g. the root password has been lost, the usual procedure is 
to boot from CDROM with boot -s.  You can then mount the root partition 
and edit /etc/shadow to remove the root password.
