SUNWlucfg is on the Solaris media from where you installed the
system in the first place. A
You can get the lastest media for testing from here:
http://www.sun.com/software/solaris/get.jsp

Unless Sun/Oracle has changed their release methodology, the major
components are either part of the base OS install disk or various
updates. According to Google, Solaris 10 Update 4 (08/2007) has this
new package.
Unless some kind soul will duplicate a copy of this release media for
you, you're kinda SOL. If you're on contract, some 3rd-party software
service providers used to make old release media available for copying
from their account reps.
If you're just someone trying to install this to test it out, my guess
is you can't. It's not available for download AFAIK.

I "inherited" the server from another admin. I don't have the release
media. I was just hoping there was a quick method to do this.

Actually, you should install it from the media you are upgrading to,
so if you are going to upgrade to latest Update release, then using
this media is the right place to get it.
This applies to all the live upgrade packages - remove existing ones
first, and then install the packages from the upgrade media.
