Any idea why sysconf(_SC_CLK_TCK) always returns 100 on a 650MHz to a
900MHz?

Because _SC_CLK_TCK returns the number of clock ticks per second.
"Clock" in this case not being the CPU's crystal, but clock interrupt
that gets fired every few milliseconds.
