Is there a settable parameter that determines how quickly a mouse must
be "double-clicked" to register in X (particularly on a Sun Ray, but I
suspect they just use the normal X setting)?
Or is this application dependent? (The particular case in which I'm
having a problem is traversing the "open file" menus in XMMS.)
How do I change this?

I believe it's mostly toolkit dependent, so there's different ways to
configure Motif, gtk, qt, etc. The GNOME desktop lets you set via the
Mouse control panel under "Desktop Preferences", and CDE has a setting
under the Mouse Style Manager.
